hey ..
ok about going outside for your personal stuff (shopping or whatever it is ) the scholarship have no rights to tell you what to do .. so you are fine ,, but for your safety dont go out after 8pm, coz almost all stores are closed.
about the housing ,, its depened on the university system, some universities required you to live on campus others no. but if you are free to chose where you want to stay .. you can request from the Scholarship or the university to provied you a good family near the campus ..
